A city councilman in Atlanta, Georgia has proposed an amendment to the state’s public indecency statute that would prohibit a person’s “indecent exposure of his or her undergarments” in a public place. The ban would apply to females as well as males, by prohibiting the display of the strap of a thong, as well as boxer shorts, under pants.
The executive director of the Georgia chapter of the American Civil Liberties Union, Debbie Seagraves, has objected to the proposed bill on the grounds that it is too vague and unfairly targets African-Americans. Seagraves called the proposal a “racial profiling bill” and pointed out that the law would also outlaw the exposure of a bra strap. The sponsor of the amendment, Atlanta city councilman C.T. Martin, has stated that baggy pants that expose undergarments has become an epidemic of major concern in this country. Several municipalities and parishes in Louisiana have recently enacted similar laws.
