U.S. Supreme Court Upholds Law Banning Support to Terrorists

The U.S. Supreme Court ruled 6-3 Monday upheld a federal law prohibiting all forms of aid to designated terrorist groups, including  support that consists of training and advice about entirely peaceful and legal activities. Justice John Roberts said in his majority opinion that even support for benign purposes may be banned since it “frees up other resources within the organization that may be put to violent ends”.

The decision in Holder v. Humanitarian Law Project was challenged on free speech grounds by humanitarian aid groups. The Los Angeles-based Humanitarian Law Project and its president, longtime civil rights advocate Ralph Fertig sought to help the Workers’ Party, a militant separatist group in Turkey known as the PKK, with peaceful activi,ties such as bringing human rights complaints to the United Nations. Justice Stevens stressed that the decision applies to work done in coordination with a foreign entity, but not on any independent work a humanitarian organization might do on its own.
